Thanks to Bro sunsetway77's recommendations, and due to lack of time, I managed to get in a massage session at the Hotel Fortuna in Hanoi.
Finished my work quite late and as I am still unfamiliar with the territory, decided to "play safe" and book a massage at the hotel I was staying.
Opted for an express 1.5 hour package which included mosha, steam bath, massage & facial for VND1,800,000 (about SGD 110). I was escorted to a VIP room which had a nice ambience, with a steam room and bathtub included.

She started with the mosha, which I didn't quite enjoy as the mixture she used was cold (compared to the hot mosha I enjoy in Singapore). I looked at her and asked her how much. She asked if I could give her VND 1,500,000. I looked at her and said, "Sorry, I don't have so much cash with me." She then asked me how much I had and I told her I only had VND600,000 with me. She looked disappointed and told me she did not earn enough and earned only on tips given by doing hand-jobs. I remembered the rates the Bros here said and told her I only had VND600,000 and if that's not enough, then I will pass on the hand-job but I would still tip her as her skills were good.
Thinking that that was the end of it, I just closed my eyes and told her it's ok. She can proceed with the facial. Before I knew it, I could feel her hands massaging my tool below. I told her if she did not believe I could show her the cash. She then told me it was okay. She would settle for VND600,000.
