Yes. It's not easy to open a bank account. You need to have a business in the Philippines or own properties. If you own properties, you just have to go to the developers office and request. They will prepare a letter and have an officer to accompany you to the bank and you will have your account in no time at all. That was how I got my account at BDO. You can also open an PNB account here if you own a property in Philippines.
