Here is my personal theory.. Please feel free to disagree!!!
In a venue that caters more to the business man and upscale clients the WL's may be cleaner and more STD free and this level of client would be more likely to visit a doctor if he had any sort of problem. This could translate to a better chance of not taking something home with you you don't want.
In an area where there are hordes of sex tourists, the reverse may be true.
So my ideal location is between the sex tourist area and the lower class areas where the clients may not be as concerned with cleanliness and more concerned with costs. IE: they can afford an occasion romp with a WL but don't have the funds necessary to take care of any problems or routine check ups.
However none of my theory suggests not to use any and all protection against STD's and to get regular checkups if you partake in mongering on a regular basis.
