Yes this is en-bloc neighbourhood. Unfortunately the flats were locked up from bottom-up. The staircases I mean. But still can stroll around the area and void decks.
Can see incoming from about 400 metres away so ample time to put on your clothes if mata patrolling. Not a restricted area so wont catch you there for simply loitering
