The reason is very obvious.
AV is lao jiao to this game.
AV will never believe Lorna is retiring although she said she is.
This is a no entry biz and nobody will give up.
He/she will only sublet or sell to another operator for a fee.
If AV allow, then many operators will start to sublet or sell their biz and say he/she is retiring.
How to control illegal subletting or blackmarket transfer?
AV believe she will still remain as the backstage boss and collect "subletting" fees from Gordon although both of them deny.
Gordon will end up be a "puppet" working for his backstage "boss".
Currently, Lorna is the biz owner and she has to be there if AV spot check the premises.
If she "retire" then she just sit at home and collect money every month without putting in any effort.
If this is allowed to happen, then there will be no end to illegal subletting in GL.
Eventually all the "retired" GL bosses will be sitting at home collecting money without putting in any effort.
Currently, AV only allow the operator to transfer to their immediate family members.
That is why the previous 2060 close shop when the old man dies becos both his sons were blacklisted by AV long ago.
Not eligible to takeover.
Eagle shifted in and retired from 2060.
Again no eligible candidate to takeover.
So he also close shop.
Next is 2033 boss, Hoe Chuan who passed away few months ago.
Again nobody is "eligible" to takeover so the biz was terminated.
Then Willy shifted in from 2831A and operate from 2033 now.
