If that is the case, then IMHO it should be stated explicitly in the FR that no extra service if no FR exchange.
Becos this will not be included in her "usual" svc package.
You can write underwhelming FR becos you are not bounded by the FR exchange.
As such, if there is indeed any exchange, then the FR will be incomplete becos only the good stuff appear and the bad stuff will be stifled.
You cannot possibly "sell" her an FR that do more harm to her than good, right?
