Trying to add some of the girl's LINE nos but am unsuccessful

I used to be able to add new LINE nos without any problems. I cant add new LINE nos now.
Has anyone got this problem?
I have been told that you can only add LINE nos when you are in Thailand, HK and some other places but not in Singapore. Or maybe you need to get a local Thai no (for example)
