Yes, your gf would need to visit the doctor and get a prescription to buy the pills. It is not sold over the counters like condoms.
Out of curiosity, why are you the one buying the pills for her? If she is agreeable on taking the pills as a form of contraception, then it would be wise for her to see the doctor herself.
