Maybe I am too demanding.....but to me a good agent must be more than just efficient in the booking. When incident happened, his client needed help, he must help and be able to help. If he is not bother at all ...then he is really BAD. From what you posted, he tried very hard to help so he is ok at least.
But he does seen fairly helpless, meaning he has no leverage or at least know how to talk to the hotel mgt to get thing done. Same for the gongan; he has no relationship or know how to deal with them.
Even our new agent in CP know the important of developing contact with the Gongan. During my last trip he very casually mentioned that he just meet or have a meal with them.
And the above are only my personal opinion.

the crucial part is whether the comments is constructive or destructive ..
