mate.. the reason why i put it as 10 is because
if you have less than that.. you are unlikely to
get out of moderation, and if you are not out of moderation
you dont get any rep power.
what point 3 actually mean is that
you dont get additional power for the number of post you made.
for example... 1 extra points for 1000 post..
