In the days of yore when street level was referred to as ground floor in Singapore, the first level above ground floor was referred to as first floor, and so on for second, third, fourth etc. This numbering starts from zero, where ground=zero (which is probably where the term "ground zero" came from).
Later, we moved away from this and adopted the "storey" convention where numbering starts from one at the street level, i.e. street level = first storey.
54A is thus on the first floor, and not the first storey but the second storey.
