Here's my take on it, the club websites that are entirely in japanese doesn't necessarily cater to japanese only but they don't have the energy to deal with communication difficulties so if you speak fluent japanese and have the money I think there are very few clubs that doesn't welcome you. Just call the club you want to visit and speak in japanese and I bet they will accept you.
Well this is quite obvious. The more you can speak Japanese, the more doors open up for you in Japan. These days, one of the main reasons for refusal is the lack of communication abilities. Although there are many more clubs that have at least some English support than say 10 years ago.

As far as Japanese SMclubs, I agree very few if any will refuse a Japanese speaking foreigner. But this is not the case when it comes to delivery health services, soaplands, and image clubs. There still is a lot of discrimination.
I have Japanese fluent foreign friends living in Japan a long time that still get turned down in about half of the places they try.

I am curious if the SADS group still has a no foreigners policy. A few years ago the late Mistress Tamaki ( who worked there at one time) told me that they did and a few foreigners that tried to session in 2004-2007 got flat out rejected. But then I remember reading a field report that a Japanese speaking foreigner was accepted not long ago. Forget where I read it.
